Commissioners:
Present: Chairman Walter J. Boatright, Commissioners Daniel B. Leeper, Pat Edwards, and George V. Spicer.

Absent: Commissioner Steve W. Kelley.

Other Officials Present: Michael S. Mullin, County Attorney; and Ted Selby, County Manager.

Staff Present: Shanea Jones, Office of Management and Budget Director; Scott Herring, Public Works Director; and representing the Clerk’s office Brenda Linville, Deputy Clerk.

SPECIAL MEETING:
SS160901 – 2:10:02 (1) Discuss Emergency Declaration Related to Tropical Depression Nine and (2) Designation of a Commissioner to the Canvassing Board and any other items to come before the Board.

Discussion: Mr. Mullin reviewed the Resolution regarding the potential emergency related to Tropical Depression Nine. Mr. Selby advised that Nassau County Schools will be closed tomorrow September 2, 2016. He recommended that all governmental offices be closed tomorrow except for essential staff, noting that the beaches will be closed today at 3:00 p.m. through Saturday September 3, 2016. Mr. Selby also addressed the opening of various shelters; possible periodic bridge closures due to sustained wind conditions; locations for available sandbags (filled by trustees); and generators at the James S. Page Governmental Complex for the Supervisor of Elections Office. He commented that the Emergency Operations Center will be at level 2 effective at 5:00 p.m. today.

Motion: Approve Resolution 2016-107 for Declaration of a
State of Local Emergency due to Tropical Depression Nine (later named Hermine).
Amend: Include closing all County offices on September
2, 2016 except for essential staff.

Discussion: Mr. Mullin reviewed the request for the designation of Commissioner to the Canvassing Board and a brief discussion followed.

Motion: Approve to appoint Chairman Boatright to the
Canvassing Board and Commissioner Spicer as the alternate.

SS160901 – 2:15:48 Mr. Mullin discussed cancelling the Conditional Use and Variance Board scheduled to meet this evening due to Tropical Depression Nine and suggested that the County pay for the re-advertisement if necessary for the scheduled hearing. The group reviewed the County policy regarding placement of advertisements in the newspaper. Commissioner Leeper requested further review of this policy be placed on a future agenda.

Motion: Approve to cancel the Conditional Use and
Variance Board meeting with the understanding that if the hearing needs to be re-advertised; it will be at the County’s expense. Staff to notify the applicant of cancellation.

SS160901 – 2:18:11 Mr. Selby addressed his request for limit increases on the authorized credit cards for emergencies. The group discussed response procedures; establishing an assessment team; locations of the shelters; notification of damages in each district; arrival of Florida Power and Lights vehicle in preparation of the storm; and providing the Commissioners with extra “hand held” radios.

There being no further business, the special session of the Nassau County Board of County Commissioners adjourned at 2:27 p.m.
